the school district gathered here where they were trained on how to respond to violence on camp campus. >> the most important thing is for teachers to understand how to react in a moment of crisis. >> reporter: police chief scott stevenson says parents may expect to see more changes on campus. >> we think that having people come in, be greeted by somebody, having only a single point of access to a school is something parents should anticipate and really help us cooperate because it is going to add to the school safety environment. >> reporter: diana jaeger says check-ins are important but she thinks there are better ways to address school safety. >> i would rather see the focus on the anti-bullying and the inclusion and the kindness efforts and the building community interest the inside of the school.

>> reporter: from lockdown drills to improving listening skills to learning new crisis strategy. the hope is new layer of protection for our chirp. children. another thing is how to improve communication during a shooting. often schools have code words but police say it's best to be clear and simple and to announce on the pa system there's a gunman on campus. new information on a story we brought you first last night. within the last two hours police released a sketch of the man they say tried to rip a 2-year-old girl out of her mother's arms. kris sanchez joins us from the san jose police department with more on that. kris? >> reporter: hi there, diane. you don't have to be a parent to know the horror this family went through. the mother just spent the last couple of hours here at san jose pd headquarters working with a

sketch artist. this is what she came up with. this is the man who she said tried to wrestle her toddler out of her arms right in her own front yard. >> we are we're just a little shaken up and somebody tried to take our 2-year-old daughter and trying to feel safe in a neighborhood we know all our neighbors and something like this happens. it kind of shakes everybody up. >> reporter: yesterday this mother was with her two little girls in the front yard of her home on dayo court when a man, a stranger, approached her and the children. her gut told her something was not right. >> he was coming to me, how beautiful they were and the color of their hair and one thing led to the other and when he knelt down he grabbed my daughter by her feet, by her ankles and i kind of picked her up and as she fell back on me we were tugging at each other.

her bottoms were falling off and eventually her boots fell off. >> reporter: the mother was able to wrestle her daughter away, pick up her other daughter and get in police. he is described as a latino man between 20 and 30 years old, 5 with a thin build. at the time he was wearing a red cap, jeans, and a light colored shirt with yellow stripes. the mother says he was unshaven and smelled of motor oil. officers canvassed the neighborhood asking if anyone saw anything. this neighbor was home but saw nothing. >> i felt bad. that's horrible this was happening outside and i didn't even know. >> reporter: she says that mother did the right thing to protect her child. san jose police spokesman albert morales says the suspect willing to strike in front of the mother in the middle of the day must be taken off the streets. >> a 2-year-old child, her life, so to speak, was standing in the balance there. who knows if the suspect would have been able to take hold of the child and leave with the

child what could have happened. we can only imagine. >> reporter: police stopped one man matching the description in the neighborhood. he was arrested on an up related warrant. police say they don't believe he's the suspect, but with the suspect still out there, the mother prays the community can help police track down that would-be kidnapper. >> keep your eyes open. please keep your kids very close to you. >> reporter: now, again, here is the sketch that the mother came up with help of police. described as latino between 20 and 30 years old, 5, a thin build. you can find that build on our website nbcbayarea.com. the mother is pleading with her community to do what they can to bring this person into custody and get him off the streets. in san jose, kris sanchez, nbc bay area news. >> thank you, kris. a widow is pleading to help find her husband's killer. hoping someone will come forward to help catch who shot and

killed him in his car on january 5th. a family member found him dead in central san jose. >> it is very hard for me. i have a daughter, a 5-year-old. she is asking for him and i don't have answers. >> he was a 34-year-old barber. police had searched the area the night before after reports of several gunshots but never found him. his killing was san jose's first of the new year. the exodus needs to stop, the advice from san jose's outgoing police chief to city hall. more than 100 of his officers left the department frustrated over decreasing pay and benefits. chief moore sat down for his only tv interview with damian trujillo. he has more on the conversation with the chief today. damian? >> reporter: diane, melancholy is how the chief says he's feeling tonight. he's proud of his 30 years of service and he has advice for the person who is going to

replace him in this troubled department. >> you don't make it easy. >> reporter: he's been saying go good-bye all week, farewell to his buddies who strapped on the gun and badge with him. >> you were part of something pretty special. >> reporter: he defended the ranks on the force, was able to make peace with the community who accused of racial profiling before he took the top job. but moore couldn't keep his officers from leaving. more than 100 veterans resigned frustrated over pay, benefits, and what some called a leadership voice. a chief who wasn't visible. moore's advice to the acting chief, today? >> make himself available to the rank and file. he should as should any chief. the challenge for him is now the community wants a piece of him and they want to get to know him like me. >> reporter: his job won't be easy balancing city hall demands and demands of his rank and file

at a time staffing and budgets are low. >> it will be a difficult road. it's a rocky road but this is a solid organization. it's a solid police department filled with really good people. so hang on to the ones you have. steer the course during tough times. >> reporter: moore says city hall also needs to bend and understand that it can't keep losing high-caliber, well-trained veteran officers. >> because it's not as simple as hiring new people, first of all, that takes a long time to do to recruit and hire quality individuals and train them. it takes 18 months. >> reporter: we have more coming down the pike. >> we do but at the rate we're losing them, you know, we're not able to back if fill them with the same numbers as we're hiring. >> reporter: moore says the shift will be steady some day and he leaves a department that saw him grow into a proud and decorated cop. the chief's last day in uniform will be on friday and at his farewell ceremony on friday night he's expecting

congresswoman lofgren and the police chief in san francisco greg to also be here. >> reporter: nbc bay area news. gun control and crime concern will be a key topic as the mayors gather on washington, d.c., this week at the u.s. conference of mayors. vice president joe biden will address the topic at the conference tomorrow. several mayors are seeking regional cooperation when it comes to the sale of guns and types of ammunition. friday and saturday the topics will include job creation, immigration and the fiscal cliff agreement. bay area mayors as well. the chief of oakland says one of her key missions will be talking to law enforcement experts about crime fighting tactics. oakland's public safety committee recommended against bringing in well-known policing expert bill bradley. a charge of car theft doesn't usually prompt a request to move a trial but when the car in question is a $200,000

lamborghini belonging to the top chef, that changes things. trying to move the trial saying the theft of the high-profile car has drawn such intense publicity he can't find an impartial jury. he is accused of firing a gun at a teenaged couple. the bullets missed them but they were hit by broken glass. the attorney also wants that case tried separately in that car. >> surf is up sunday at mavericks. organizers of the surf contest made the call today. looking at chomer video of the surf break with about a half mile off the coast of half moon bay. contest worthy right now but the man who discovered the massive waves says those big waves will be arriving all weekend and the c contest is a go. live with some very bad dudes defending them soon. >> reporter: some very brave

dudes, jessica. there's a lot of egs simt here tonight. contest director jeff clark says the big wave contest is a go for sunday. he has been watching a storm for a couple of days now. he said it started 3,000 males away and by the time the swell arrives at maverick this weekend, powerful waves will be in the 30-foot range. he says 24 surfers from around the world will compete. they are booking flights right now. clark says this is the most notice contestants have ever had. he expects conditions to be ideal sunday for an 8:00 a.m. start. >> this one, given the high pressure that's sitting on us and long-range storm that has -- is going to give us the waves we need saturday/sunday, we're going to be able to pull this thing off and fantastic weather. >> the last surf contest was held in 2010. waves that year were as high as 60 feet.

the faa made an emergency decision to ground all dream liners until immediate notice. we were there as passengers booked on this morning's 11:40 flight were rushed out of san jose and on to a shuttle bound for sfo. the dream liners are grounded nationwide while inspectors examine a battery problem that

president obama today made it official he's urging congress it to pass the most comprehensive set of gun control measures since 1958. >> if there is even one thing we can do to reduce this violence, if there's even one life that can be saved, we have an o

obligation to try it. >> new background checks for every gun sale, a ban on military style assault weapons and new limits on how much ammunition each gun magazine can carry. those proposals were largely developed by a new congressional passport that included bay area congresswoman jackie spear. she is also a high-profile victim of gun violence. jodi hernandez caught up with spears today to find out what she thought of the president's final proposaproposal. jodi? >> reporter: diane, congresswoman jackie spear has a very unique perspective on the issue. she, herself, is a survivor of a mass shoot that go took place years ago. she sat down to talk about the president's proposal and about her own commitment to combat gun violence. >> it is a good step. >> reporter: congresswoman jackie speier is hopeful gun control is on the way, the president's sweeping proposals are long overdue. >> when the president said today

that members of congress are getting more from the nra than they are in saving the lives of a child going to school, i think that says it perfectly. >> reporter: among the group of 12 who met with the vice president to advise him on what's needed. >> what i said to the vice president was advise the president to do as much as he can by executive order because i don't have a lot of confidence in the congress doing what the american people want them to do. >> reporter: while she is pleased the president plans to use his executive power, she doesn't believe he went far enough. >> i feel strongly that he should also take executive action and restrict the importation of assault weapons. >> reporter: she knows all too well what guns in the wrong

hands can create. as a congressional aide to ryan, she survived the jonestown massacre of 1978. she was shot five times, waiting 22 hours for help. congressman ryan and many others department make it. >> it is a constant reminder that while those around me perished, i survived and i have an obligation to their memory to do 0 everything i can to reduce the amount of gun violence in this country. >> reporter: she is organizing a gun buyback in their district, offering $200 for assault weapons, $100 for handguns. that event will take place on january 26th. she is also working on legislation. that legislation she mentioned to ban the import of assault weapons and high capacity magazines. she plans to introduce that legislation in the coming weeks. reporting live in san francisco,

i'm jodi hernandez, nbc bay area news. >> thank you, jodi. a new ad from the national rifle association is raising eyebrows with some accusing the largest gun advocacy group of crossing the line. >> are the president's kids more important than yours? then why is he skeptical about putting armed security in our schools? when his kids are protected by armed guards at their schools. >> the ad is making reference to the security of obama's daughters. jay carney attacked the ads saying in a statement, quote, to go as far as to make the safety of the president's children the subject of an attack add is repugnant and cowardly. now the nra says the ad is not about the president's daughters but about keeping all children safe. >> so this morning as the president unveiled the sweeping gun control proposals he offers some sobering numbers and big statements about the impact and extent of gun violence in america. >> the question is, are the numbers accurate? sam brock examines the president's claims, the numbers, to see if the case he's making

for tighter gun laws can pass the truth test. sam? >> jessica, diane, good evening. everyone's goal is exactly the same, to reduce violence and to protect our children. but will an assault weapons ban really curb mass shootings and are four out of every ten weapons purchased without a background check? here is what the numbers tell us. president obama signed 23 executive orders wednesday to strengthen gun laws but demand congress to act, too. if we want, quote, a real and lasting difference. >> i'm calling on congress to ask specific proposals right away. >> reporter: one of those is to bring back a decades old ban on assault weapons. so how did the country fare before, during, and after the weapons ban? this graphic from the princeton election consortium shows visually how the number of mass shootings ebbed and flowed over the last 30 years. the band was in effect despite a

one-year spike in 1999, the year of columbine. mass shootings climbed precipitously once it expired. we averaged 1.5 a year and 25 people shot in those massacres between 1982 and 2w0ur. those numbers more than doubled to 3.4 shootings and 55 people shot per occasion. secondly, how about the proposal to enact a universal back-check. a dealer or private seller that would effectively close the so-called gun show loophole. >> but it's hard to enforce when 40% of all gun purchases are conducted without a background check. >> reporter: this same statistic used by the president, the brady campaign, the campaign to stop gun violence. to justify universal background check.

according to the coalition to stop gun violence, its origin is in 1997 study that useses gun transaction numbers from 1993-'94. as you probably know many states have modified their background check laws since then making the president's claim very difficult to prove. la lastly mr. obama said this. >> in the month since 20 precious children and six brave adults were violently taken from us, more than 900 of our fellow americans have reportedly died at the end of a gun. >> reporter: this statement is wrong. the number is much higher. according to the cdc 900 people are murdered on average every month in the u.s. by firearms. but 2,700 are killed by a gun every single month. but here is the caveat. the vast majority of those deaths, about 63%, come from suicide or accidental death.

now to widen the scope of this discussion, violent crime over the last 20 years nationally has fallen by a massive amount, 50%. technically america is much safer now statistically than it's been in decades. but controlling the crime rate is not the underlying goal of the president norv congress. it's preventing more newtowns from ever happening again and there is some evidence to suggest a weapons assault ban could achieve that end. i am sam brock and that is today's reality check. >> now you can watch the full video on our website, nbcbayarea.com. coverage of nooth town shooting tragedy and you can leave a comment about what you think about gun control. well, there's a new study out that finds the most hazardous drivers are unlie acceptsed drivers between the ages of 20 and 29. hoping to use that information to convince lawmakers to begin issuing driver's licenses to undocumented workers. california dmv is the first significant analysis of

unlicensed drivers in 15 years. it found that drivers without a license are three times more likely to cause a crash. immigrant activists argue that it would force them to better understand the rules of the road and ultimately make them safer drivers. in algeria, several americans are among the 41 taken hostage by islamic militants at a natural gas facility operated by a norwegian company and bp is believed most of the hostages are from those two countries. the attacked the gas field because of algeria support of france's operation against rebels. two people were killed during the raid. u.s. and algerian leaders are now working together to determine how to respond. u.s. officials are calling this an act of terrorism. two people died after a helicopter crashed into the street during rush hour. scotland yard said the chopper was flying in heavy fog when it hit a construction crane.

it burst into flames taking the life of the pilot and person down below. cloud cover over london was low, about 200 feet. visibility in some areas near zero. the pilot, though, was one of britain's most experienced. he'd flown in movies including a james bond film and worked for an air ambulance company. at least a dozen other people were hurt. part of the investigation is figuring out whether the crane was well lit enough. an '80s tv star died in his livermore home. conrad bane who played mr. drummond on "different strokes" died of natural causes. he starred opposite gary coleman and todd bridges. he is survived by a daughter and two sons. the brentwood union school district paying $900,000 to a family whose 5-year-old special needs child was thrown to the floor and kicked by a teacher in the classroom two years ago. 52-year-old dina holder was eventually convicted of abuse but she was transferred to

emergency visits involving energy drinks are happening more frequently. the number of people who need medical attention after drinking energy drinks doubled between 2007 and 011. energy drinks became more popular at convenience stores, bars, and on college campuses. most of the 20,000 cases involve teens and young adults. the survey says it forces them to go to the emergency room. a word of warning tonight. you may want to think about how much caffeine you take in. more than 4,000 men found those who took in the most caffeine were more prone to incontinence. 85% of americans consume caffeine regularly. the study found men who took more than 200 milligrams daily

were 72% more likely to suffer from urinary troubles. that is about two cups of coffee. and using your smartphone to diagnose melanoma is not so smart. you can analyze pictures of skin marks and provide a diagnosis. researchers at the university of pittsburgh studied four of the apps and three they found melanoma was incorrectly undiagnosed as unconcerning. this happened about a third of the time and could lead to delayed treatment. researchers are worried people may rely on their phones than the advise of a dermatologist. >> always check with a doctor. let's turn things over to jeff. i want to check with him. >> we're going to have sunshine out there. you'll need the spf though it's not going to be warm, it will be hot blast. we'll have details on where we could have a few 70s, that's right, 70s, coming up in the full forecast. oh, jeff, that sounds so

this monday barack obama will be sworn in for a second term. nbc bay area's joe rosato jr. talked to one man who has been there many times before. >> it was 1968 and we have to go protest nixon. >> reporter: production to the pomp and circumstance of the presidential inauguration. wasn't exactly well planned. >> on the way to washington i'm sitting between two guys with helmets and gas masks. and going i don't know if i really want to be with these guys. >> reporter: once he arrived in washington for the swearing in of president richard nixon, he soon discovered celebrations everywhere he looked. it was kind of cool.

>> reporter: since then the san francisco press agent has attended nearly every presidential swearing in. >> the chamber door opens. >> reporter: he took his mom to president carter's. >> the president came through and so that was -- that was very memorable to take your mom to an inaugural ball. >> and will to the best of my ability -- >> reporter: and ronald reagan. >> when reagan had his inaugural i went because i had connections and went to a number of the parties and had a very good time. >> reporter: he was moved by clinton's inaugural. really felt clinton was going to change the world and that was some party. >> i barack hussein obama -- >> reporter: of them all the highlight was four years ago when he attended president obama's first inauguration and though a ticket snafu can kept him from getting into the event he happily watched from a tv in a washington hotel.

let's get you to the winds right now. this did shift anywhere from five to six miles per hour and that slight offshore wind shift good enough to help temperatures to warm up about five degrees from what we had yesterday. let's get you outside to our sky camera network. you can see the haze here down in the silicon valley but it is clear up above. if you look straight up you'll see all those stars for tonight and also some excellent visibility out here into san francisco. current temperatures is in the 40s, still cold. 48 in napa. we head throughout the next couple of days. you're going to be able to thank -- well, i'll take a few thank yous but the high pressure offshore continues to edge closer that will give our temperatures a ten-degree rise from what we experienced for today. not going to get us into record setting territory but i do think the offshore flow that had will be associated with it and all the warm air aloft could bump temperatures up to a few 70-degree readings.
